Balmoral Golf Club is proposing to relocate to Ballylesson Road, representing a significant investment in the Lisburn and Castlereagh area and creating an exciting new amenity for the wider South Belfast community.
Alongside a modern, state-of-the-art championship golf course designed for today’s players and future generations, the plans include the careful restoration and extension of the listed New Grove House. This will transform a B1 listed Georgian building into a high-quality, accessible clubhouse that preserves its historic character while incorporating sustainable design.


The new Balmoral Golf Club
Set within a beautiful 149-acre site, the proposed golf course has been carefully chosen for its natural topography, allowing the design to work in harmony with the existing landscape. Drawing on the timeless principles of renowned architects such as Harry Colt, Alister MacKenzie, and James Braid, it will deliver a high-quality golfing experience while supporting the club’s long-term sustainability
The development represents a significant investment in Lisburn & Castlereagh and supports local plans for growth and tourism. It will be built to Golf Environment Organization (GEO) standards, with a strong focus on sustainability – retaining and enhancing around half of the site as natural habitat, preserving existing trees and hedgerows, and introducing additional planting.
Overall, the proposal is expected to bring increased tourism and deliver positive economic, environmental, and social benefits for the local community.

Area Plan & Policy Context
The proposed golf course is being brought forward within the planning framework set by Lisburn and Castlereagh City Council through the Local Development Plan 2032.
This framework helps ensure that all new development is appropriate for its location and contributes positively to the wider area.
While the Local Development Plan is still being finalised, a number of existing plans continue to guide how land within the Borough is used and protected.

Planning policy for this area focuses on achieving a careful balance. It supports development that promotes health, wellbeing and outdoor recreation, while ensuring that landscapes, natural habitats and heritage assets are protected and enhanced. There is also a strong emphasis on sustainable design, managing flood risk, and improving accessibility, alongside encouraging tourism and investment that benefits the wider Borough.

Site Context
The site lies within Lagan Valley Regional Park, a valued landscape that sits between urban areas and provides space for recreation, nature and heritage. It is also recognised within the Lagan Valley Area of Outstanding Natural Beauty, highlighting the quality
and sensitivity of the surrounding landscape.
Nearby features such as the River Lagan and the Giant’s Ring add to the area’s environmental and historic importance, while Ballylesson Road provides an important and protected transport route.
Across the existing planning framework, the site is consistently identified as open land, currently in agricultural use and located outside the main settlement boundary. This means that development here must be carefully considered and appropriate to a rural and landscape-led setting.
The proposal
The proposed golf course has been developed with these priorities in mind. Its use aligns with the existing character of the Regional
Park, where open space, recreation and landscape are already defining features.
By introducing a carefully designed recreational use, the proposal seeks to increase access and enjoyment of the area, while respecting the environmental and planning constraints that shape the site.
Our vision
Merrion Property Group is bringing forward proposals for a new 149-acre championship golf course at New Grove House on Ballylesson Road. The plans aim to create a high-quality facility while supporting the long-term future of Balmoral Golf Club through its relocation to a modern new home.
The proposal will sensitively restore the historic New Grove House, transforming it from derelict farm buildings into a modern, accessible clubhouse while preserving its Georgian character. Alongside the renovation of New Grove House, proposals will deliver a new Paul McGinley Signature championship course for Balmoral Golf Club.
